Kevin Binger

Kevin Binger, Vice President of The Rhoads Group, is a seasoned legislative strategist with nearly twenty years of experience as a professional staff member in both the United States House and Senate. Kevin held a variety of senior staff positions, most notably, six years as Staff Director of the House Government Reform Committee, which has broad jurisdiction over nearly all government operations and activities. In 1997, in recognition of his deft handling of senior staff responsibilities, Kevin was named one of the 50 Most Influential Staffers in Congress by the Capitol Hill newspaper Roll Call. During his tenure as Staff Director, Kevin spearheaded the Committee's successful effort to enact legislation creating the U.S. Department of Homeland Security, and he did extensive policy work in the areas of procurement, information technology and regulatory reform. Kevin demonstrated his wide-ranging expertise in the legislative process - crafting legislation, exercising oversight authority, and coordinating legislative action with the House leadership, the Senate, and the White House. As staff director he also supervised a committee staff of over 80 and an annual budget in excess of $10 million. Before joining the Government Reform Committee, Kevin served as both Chief of Staff and Communications Director to Congressman Dan Burton of Indiana. In addition to serving as the Congressman's chief political and policy advisor, Mr. Binger advised Congressman Burton on foreign relations and national security issues connected to the Congressman's service on the House International Relations Committee. Since joining The Rhoads Group, Kevin has earned a reputation for policy expertise and innovative strategies in critical information technologies such as emergency communications, radio frequency identification (RFID) and healthcare IT. A native of Minnesota, Kevin began his Capitol Hill career as a press assistant to then-Senator Dan Quayle of Indiana. Kevin holds a Bachelor of Arts degree in political science from the University of Notre Dame and a Master of Business Administration degree from the University of Maryland. He and his wife Aminta have two daughters, Maria and Elisa.
