Dr. Layne earned his Bachelor of Science, Master of Science, and Doctorate in Petroleum Engineering from the University of Missouri-Rolla (UMR). He serves as the Director of Technology for ALL and is experienced with a broad range of information solution approaches. Prior to beginning ALL, Dr. Layne served as a Senior Technology Provider for a large international consulting firm. His experience has included serving as the Data Manager for large data collection and management projects involving environmental and oil & gas data. His experience has ranged from analyzing pressure transient tests for injection well projects to developing custom information systems for public and private sector clients. Dr. Layne has been responsible for technically spearheading information system projects for Chevron, the Department of Defense, the City of Sapulpa, the Ground Water Protection Council, the Montana Board of Oil & Gas Conservation, the Michigan Geological Survey, the Arkansas Oil & Gas Commission, and others. Dr. Layne serves as a lead developer with respect to ALL's efforts on Risk Based Data Management System (RBDMS) projects and has been involved to a significant extent in implementation of RBDMS in several states, including Michigan, Arkansas, Alabama, Mississippi, Utah, Nebraska, Oklahoma, Kansas, Ohio, and Montana. He is the lead developer of ALL's Zone of Endangering Influence (ZOEI) and Area of Review Variance Questionnaire (AorVarQ) programs and the dotNET interface for RBDMS currently being used in Montana. As a former researcher with the University of Missouri-Rolla, he was involved in the American Petroleum Institute (API) project related to studying Area of Review (AOR) and AOR variance methodologies in the Permian Basin and San Juan basins. Prior to completing his Dissertation work, he was extensively involved in the development of well test analysis programs, well analysis programs, and computer-based reservoir engineering models.
