Mr. Phillips specializes in legislative law and congressional procedure. He has extensive public policy experience in economic regulation, transportation, telecommunications, technology, energy and natural resources, and national defense issues. From 1981 through 1986, Mr. Phillips served on the staff of Senator Ted Stevens where he was the Legislative Director and Chief of Staff. Mr. Phillips has been a guest lecturer on Legislation and Congressional Procedure at Georgetown University Law Center and the Brookings Institute. He is also a member of the Board of Regents for Georgetown University. Mr. Phillips serves as a Director on several corporation boards and is a Friend of the Lombardi Cancer Center. Mr. Phillips holds an undergraduate degree from the University of Evansville, Indiana, and completed graduate studies at New College, Oxford in the United Kingdom. Mr. Phillips holds a Juris Doctorate from Georgetown University Law Center, and is admitted to practice in the District of Columbia and Alaska.
