Marc Lampkin

Marc serves as the managing partner of Brownstein's Washington, DC office and is co-chair of the firm's Government Relations Department. A leading Republican lobbyist and seasoned strategist, Marc brings veteran campaign, public policy and legislative strategy experience to his clients. Named one of The Hill's top 50 lobbyists, he has a unique understanding of all aspects of policy development, public opinion, communications and the legislative process – and how they influence and impact each other. His years on the Hill and extensive relationships with administration officials and staffers on both sides of the aisle, at policy think tanks, trade associations and the media have led to unofficial advisor roles for numerous members of congress, cabinet officials, and other leading Washington policymakers. This results in an unmatched acumen of the Hill that allows Marc to consistently provide innovative solutions for his clients. Working extensively on a number of pension and labor reform issues, education, telecommunications, financial services and tax policy matters, Marc has helped numerous corporations successfully maneuver through regulatory processes at the FTC, FCC and the SEC. Recently, he worked tirelessly to shape the passage and implementation of the historic Dodd–Frank Wall Street Reform and Consumer Protection Act. Despite this list of accolades, Marc's tenure in the private sector has been relatively short – he entered the private sector in 2001. Prior to this, he held integral leadership roles on the Hill, in political campaigns and in state government. From 1999 to 2001, he served in a variety of roles with the Bush for President Campaign. Marc also served as Policy Director for the late U.S. Senator Paul D. Coverdell (R-GA)(1999). On the Hill, Marc is well-respected for his role as a member of House Speaker John A. Boehner's (R-OH) 'Team Boehner', a team of high-level strategic advisers that work closely with Speaker Boehner and other Republican members. His relationship with Speaker Boehner goes back to 1995 when Marc served as General Counsel for the House Republican Conference under then-Chairman Boehner for three years. Marc is also a close confidante to a number of key Republican members of the both the House and Senate. He has been quoted and appeared in numerous media outlets including the New York Times, Washington Post, Washington Times, Boston Globe, National Journal, The Hill, Roll Call, AP and the Huffington Post. During Marc's career, he has been involved in several high profile and successful public advocacy campaigns. Most recently, he led the Strong American Schools (SAS) issue advocacy campaign (2006-2009), a joint project funded by the Bill & Melinda Gates and the Eli and Edythe Broad Foundations. At SAS, Marc managed a budget of more than $20 million and oversaw the organization’s “Education in ‘08” effort, which sought to push the issue of education reform to the forefront of the 2008 presidential campaign. Before moving to the Hill, Marc was an associate attorney at a major Washington law firm. In his own time, Marc’s passion for education reform and opportunity has included raising millions of dollars for nonprofits that support education options for parents and disadvantaged children. He serves on the Board of Directors of Horton Kid’s Inc. and Chairs the Dinner Committee of the Boehner-Lieberman Dinner to benefit the Consortium of Catholic Academies in Washington, DC. Marc is also a member of the Board of Governors of the National Republican Club of Capitol Hill. Marc is a graduate of the College of the Holy Cross, and Boston College Law School, where he served as a member of the Boston College Law Review and the Frederick Douglass National Moot Court Team. Admitted in Massachusetts, Marc’s legal practice within the District of Columbia involves matters and proceedings before federal court and agencies. Marc is not currently licensed to practice in the District of Columbia. Representative matters include: Spearheaded and facilitated successful labor negotiations on behalf of a transportation client with industry partners and reached a mutually beneficial outcome. Coordinated and worked with key Congressional and Administration figures throughout the negotiation process to ensure a favorable result. Successfully blocked a rule proposed by the Department of Education that would have negatively impacted higher education client’s operating status, through strategic outreach to Congressional leadership, and senior White House officials. Represented Native American tribe before the Bureau of Indian Affairs on an issue related to off-reservation policy and gaming. Also worked with Congressional appropriators to secure support for loan guarantees of economic development projects.
