Daryl R. Buffenstein chairs the national Immigration Practice Group of Paul Hastings. He has testified on numerous occasions before Congress on business immigration issues and has written key business provisions in a variety of legislation, including the Immigration Act of 1990, the American Competitiveness and Workforce Improvement Act of 1998, and the American Competitiveness in the 21st Century Act of 2000. Mr. Buffenstein is a founding member of, and functions as General Counsel for, the Global Personnel Alliance (GPA), a consortium of internationally active companies interested in global personnel mobility. Mr. Buffenstein is a past national President of the American Immigration Lawyers Association (AILA) and recently ended a four-year term as AILA’s General Counsel. As President of AILA, in response to efforts in Congress to radically restrict immigration, he led a successful national campaign to defend legal immigration. He was the 1997 recipient of AILA’s Founders Award, which honors the person or entity which had the most significant impact on immigration in the preceding year. He was one of the founders of the American Business for Legal Immigration (ABLI), an alliance of major national business organizations such as the National Association of Manufacturers, the U.S. Chamber of Commerce, AILA, the American Council on International Personnel, and others. He is a frequent speaker and writer on business immigration issues. He has also been listed in The Best Lawyers in America and Who’s Who in American Law and the International Who’s Who in Business Law.
