Roy Coffee joined Locke Lord after building a government affairs practice over the past six years in Washington, D.C. Prior to moving to Washington, Mr. Coffee served as Deputy Campaign Manager for George W. Bush in his successful 1994 race for Governor against incumbent Ann Richards. He then served as the Director of State-Federal Relations in the Governor's office for four years, where he established strong relationships with the Texas Congressional delegation. Mr. Coffee left the Governor's Office of State-Federal Relations at the end of Mr. Bush's first term and moved to Washington where he joined the Washington firm of O'Connor & Hannan, building his private practice before joining the Firm in October of 2005.
