Stefan Bailey

Mr. Bailey, a Director at BKSH & Associates, joins the firm after serving nearly eight years on Capitol Hill as an aide to several members of Congress. Mr. Bailey came to BKSH & Associates after serving as legislative director for Congressman Nick J. Rahall II of West Virginia. Representative Rahall currently serves as Chairman of the House Natural Resources Committee and as the second ranking majority member on the House Transportation and Infrastructure Committee. Prior to his service with Representative Rahall, Mr. Bailey served as legislative director and communications director for Congressman Baron P. Hill of Indiana and on the legislative staff of Senator Evan Bayh, also of Indiana. During his tenure on Capitol Hill, Mr. Bailey’s main focus was on transportation policy. Mr. Bailey participated in the development of the 2005 highway bill (SAFETEA LU) and was active in the aviation, rail and water resources arena. Mr. Bailey also has extensive experience in the appropriations process, having advised members seeking federal investment for local projects. A native of Indiana, Mr. Bailey received a bachelor’s degree from The George Washington University.
