James J Jochum

Mr. Jochum will focus on export controls/import administration issues, trade policy, and general public policy work at Mayer, Brown, Rowe & Maw. His experience will be particularly valuable to the firm's clients as the Bush Administration continues to pursue trade liberalization at the global, regional and bilateral levels. During his tenure at the Commerce Department, Mr. Jochum played a major role in the Administration's trade and economic policies, particularly in relation to China and in the technology, steel, lumber and textiles sectors. While leading Import Administration, Mr. Jochum was responsible for enforcing U.S. trade laws. He presided over the largest antidumping cases in the agency's history, ranging from imports of softwood lumber from Canada to bedroom furniture, shrimp, color televisions from China. As Assistant Secretary of Export Administration, Mr. Jochum helped lift export restrictions on semiconductors and high performance computers, one of the most significant liberalizations of export controls in the agency's history. Prior to his service in the Bush Administration, Mr. Jochum served as Majority Counsel to the Senate Banking Committee and Legislative Director and International Trade Counsel to Senator Charles Grassley, the current Chairman of the Senate Finance Committee.
