Mr. Bates served several members of the United States House of Representatives. Immediately prior to joining the firm, he served under Representative James Broyhill (R-NC) as Counsel to the Energy and Commerce Committee, with responsibility for advising Republican members of the Committee on energy, environmental, telecommunications, food, health and transportation legislation. Between 1977-1979, he was Legislative Counsel to Rep. Edward Madigan (R-IL), and in 1976 he was political counselor to Rep. Clarence J. Brown (R-OH). Mr. Bates is a life member of the Sigma Chi fraternity and other numerous academic, leadership and legal fraternities. He has been honored by selection to Who's Who in America, Who's Who in the East, and Who's Who Among Emerging Government Leaders. Mr. Bates earned his J.D. at the University of Toledo and received his B.A. and M.A. from Ohio University, while graduating with highest honors. He was born in Bellefontaine, Ohio.
