Homer E Moyer Jr

Homer E. Moyer, Jr. is one of the country’s leading authorities on the U.S. Foreign Corrupt Practices Act and international anti-corruption law.  He has written and spoken on the subject extensively, chaired more than 20 national and international conferences, produced a training video, represented and advised dozens of clients, and served as an SEC-appointed Independent Compliance Consultant.  In the area of export controls and economic sanctions, Mr. Moyer’s experience dates from when he served as General Counsel of the U.S. Department of Commerce during a time of historic foreign policy and national security controls.  He has counseled numerous clients on export issues of first impression, co-authored the book Export Controls as Instruments of Foreign Policy, and been called to testify as an expert witness.  While in government, he co-authored the Anti-Boycott regulations of the Export Administration Act. A political appointee in both Democratic and Republican administrations, Mr. Moyer served as General Counsel (1980-81), Counselor to the Secretary (1979), and Deputy General Counsel (1976-78) of the U.S. Department of Commerce.  Before government, he practiced with Covington & Burling; wrote Justice and the Military, a treatise on military law; and served in the Office of the Judge Advocate General of the Navy, with collateral duty at the White House. Mr. Moyer is a member of the Council on Foreign Relations, has been a member of the Boards of Trustees of the Center for American and International Law and the Council for Excellence in Government, and is a past President of the Washington Council of Lawyers.  He is a graduate of Emory University, on whose Board of Visitors he has served, and Yale Law School.  The father of four, Mr. Moyer is also the author of the best-selling book, The R.A.T. (Real-World Aptitude Test): Preparing Yourself for Leaving Home (Capital Books; 2001).
