Steve McMillin

Steve McMillin is a Partner of US Policy Metrics, based in Washington DC. Steve has over twenty years of policy experience including careers at both the White House and on Capitol Hill. Since leaving the White House in 2009, Steve has served as President of McMillin Consulting LLC, and a Partner at Hamilton Place Strategies. He has advised clients on federal financial regulatory reform legislation and recovery programs, the congressional revenue estimating process, government procurement, and improving government fiscal policies and procedures, and was an outside advisor to the President’s Council on Jobs and Competitiveness, focusing on regulatory matters. He also served as a senior advisor to Rep. Paul Ryan, ranking GOP member of the House Budget Committee. Steve served as deputy director of the White House Office of Management and Budget (OMB) from July 2006 – January 2009. In that capacity, Steve was responsible for leading the development and execution of the entire federal government budget. He also oversaw OMB staff responsible for review and clearance of federal agency regulations, and played a role in the development of the Administration’s economic, domestic, and national security programs and policies. During his seven years in the White House, Steve also served as deputy assistant to the President and advisor to Chiefs of Staff Andrew Card and Joshua Bolten, coordinating the White House policy development process. From December 2001 to October 2005, he was OMB’s Associate Director for General Government Programs, responsible for budget and management oversight of six Cabinet-level agencies, including the Treasury, Housing, and Commerce Departments. From 1990 to 2001, Steve served on the staff of the Senate Committee on Banking, Housing and Urban Affairs and on the staff of Senator Phil Gramm. During that time, he served as Senator Gramm’s Legislative Director, Financial Economist and Legislative Assistant, directly handling major budget, tax, and appropriations legislation. Steve received his bachelor’s degree from the University of Texas at Austin. He resides in Virginia with his wife, Dawn, and their two sons, Spencer and Christian.
