Has served as chief of police in five communities, including Lebanon and Dover, New Hampshire and as Special Assistant to the Director of Public Safety, Department of Law Enforcement of the Navajo Nation. Chief Reynolds served as the Independent Auditor for the Consent Decree entered into between the United States Department of Justice and the City of Steubenville, Ohio. He was a member of the Independent Monitor Teams for the New Jersey State Police Consent Decree and the Memorandum of Agreement for the Prince George’s County Police Department. Moreover, Chief Reynolds was one of the principal evaluators with the Oversight Commission for Policing Reform in Northern Ireland, responsible for monitoring and reporting on progress with the “Patten Report” recommendations as part of the ongoing peace process. He is a former president of the International Association of Chief of Police (IACP), a former commissioner and Vice-Chair of the Commission on Accreditation for Law Enforcement Agencies (CALEA), and a former president of the New England Association of Chiefs of Police. He is member of the Board of Directors for the American’s for Effective Law Enforcement (AELE) and serves on its Law Journal Review Panel. Chief Reynolds holds a BS Degree in Criminal Justice and a Masters Degree in Public Administration (MPA).
