Jeffrey Pohl focuses his practice on public finance and governmental operations including legislative, administrative and procurement matters. Prior to joining Squire Sanders, Jeff served as general counsel to the Dormitory Authority of the State of New York (DASNY), where he was responsible for all legal services relating to DASNY’s operations including financings, legislation, litigation, construction, contract matters and asset management. Jeff also served for many years in the Office of State Comptroller (OSC). Jeff’s years of service at DASNY and OSC provided him with solid experience in both state and local finance, including the constitutional and statutory frameworks that govern debt issuance. While at DASNY, Jeff worked on many financings for the state of New York and various hospitals, colleges, universities and local governmental entities. He also actively participated in the drafting of legislation for new financing programs and worked on various workouts and restructurings involving not-for-profit and other entities for which DASNY had issued tax-exempt debt. Jeff was a panelist at the Bond Buyer’s 3rd Annual Healthcare, Higher Education and Cultural Institution Super Conference in 2011. The panel was titled “Restructuring, Workouts and Bankruptcy” and focused on the healthcare sector. Jeff also served as a panelist at Governor David A. Paterson’s E.O. 10 MWBE Task Force in 2009 on the topic “Legal Services Procurement Opportunities in the State of New York.”
