Gale Smith, Booz Allen Hamilton Vice President and Chief Ethics and Compliance Officer, operates the firm’s ethics program, oversees compliance functions, coordinates and integrates program delivery, and reports results to the Board of Directors and the firm’s leadership. Mr. Smith has 47 years of professional experience, including 29 years of Army service, attaining the rank of Colonel. Prior to taking his current position, Mr. Smith was a leader within Booz Allen’s Defense-Army market with responsibility for coordinating all aspects of the firm's business within the Headquarters, Department of the Army (HQDA), Training Doctrine Command (TRADOC), Tank Automotive Command Life Cycle Management Command (TACOM LCMC), and associated Program Executive Offices (PEOs). He was also the primary business coordinator for PACOM Exercise, Gaming, Experimentation, and Analysis (J08/J7) and coordinated joint activities between the Army and the Defense Advanced Research Projects Agency (DARPA) markets. While at Booz Allen, Mr. Smith has led multiple client efforts within the Army and US Pacific Command (USPACOM). These include supporting the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA ALT); the Assistant Secretary of the Army for Manpower and Reserve Affairs (M&RA); the Assistant Secretary of the Army for Installations and Environment (ASA I&E); the Assistant Chief of Staff Army for Installation Management (ASCIM); and the Installation Management Agency (IMA). Within TRADOC, Mr. Smith oversaw support to the Army Capabilities Integration Center (ARCIC), the Combined Arms Center (CAC), TRADOC Analysis Command (TRAC), Fort Knox BRAC, the Army’s National Simulation Center (NSC) and the Battle Command Training Program (BCTP). Mr. Smith also provided Exercise, Gaming, Analysis and Experimentation support to USPACOM and United States Forces Korea (USFK). This included operating the Exercise Simulation Facility Pacific at Camp Smith, Hawaii (now the Pacific Warfighting Center – PWC) and support to Exercise and Battle Simulation Center in Korea. Mr. Smith managed a project for the DARPA War Breaker Program Virtual Simulation Experiment environment that included designing and developing a virtual prototype Mission Control Element (MCE) for the High Altitude Endurance (HAE) Unmanned Aerial Vehicle (UAV) – Global Hawk and Dark Star. Before joining Booz Allen, Mr. Smith was on active duty in the Army assigned to the Office of the Chief of Staff, Army's Louisiana Maneuvers Task Force (LAMTF). He was responsible for integrating issues across the full range of Department of the Army, United States Code, Title X, and war fighting tasks into exercises under the direction of the Chief of Staff, Army. His command and staff experience ranges from the platoon through theater level. His previous two assignments were as the Director, US Army National Simulation Center, and as the first director of the World Class, Opposing Force for the Army's Battle Command Training Program (BCTP) – the Mission Command Training Program (MSTP). Mr. Smith is a member of the Association of the United States Army, Armed Forces Communication and Electronics Association, the United States Army Armor and Cavalry Association, and the Military Officer Association of America. Mr. Smith also holds a Top Secret security clearance with a special background investigation. Mr. Smith received a B.S. degree, with honors, in political philosophy and international relations from the University of Southern Colorado and an M.A. degree in management and public administration from Midwestern State University. He is a graduate of the US Army War College and the Armed Forces Joint Staff College, Rotary Wing, Armor, and Infantry schools.
