Scott Barr, a Booz Allen Hamilton Vice President, leads the firm’s Norfolk, Virginia, office and the firm’s strategy and organization capability across the Mid-Atlantic market. Mr. Barr has over 15 years experience in management consulting for Department of Defense (DoD), civil government agencies, and commercial and health organizations. He oversees the firm’s efforts in the Norfolk Navy market and leads the business across the Operational Fleet and Type Command markets for the firm. In this role, Mr. Barr provides functional leadership in: Strategic planning Organizational analysis and design Change management Process analysis and design Knowledge management Training and communications Prior to moving to Norfolk, Mr. Barr worked out of Booz Allen’s Mclean office on critical engagements across the defense and civil government markets. This included organizational design and stand-up of the National Institutes of Health National Center on Minority Health and Health Disparities, developing knowledge management programs at IRS Criminal Investigation, and leading a reengineering effort across the DoD’s Joint Staff. Prior to coming to Booz Allen, Mr. Barr worked for American Management Systems as a business analyst implementing financial solutions to intelligence and military clients. Mr. Barr is an adjunct professor in the Change Management Advanced Practitioner Program (CMAP) at Georgetown University. He has a B. S. degree in management from Susquehanna University, an M.B.A. from John Hopkins University, and a CMAP degree from Georgetown University.
