As a Senior Vice President at Booz Allen Hamilton, Mr. Wilbur leads the firm's business in the National Geospatial Intelligence Agency (NGA) and National Reconnaissance Office (NRO) arena. Previously he led Booz Allen’s System Engineering and Integration (SE&I) efforts across the Army market, including support for all Army PEOs, Space and Missile Defense Command (SMDC), and the Missile Defense Agency. In this capacity, he managed Booz Allen activities and provided consulting to senior department leaders. Mr. Wilbur also led the firm’s Engineering and Science (E&S) Center of Excellence, encompassing engineers and scientists across Booz Allen that deliver value-added engineering and scientific services across all markets. Mr. Wilbur has been with Booz Allen Hamilton since 2003 after completing an 18-year career at Boeing. At Boeing, he led the FCS Lead System Integrator (LSI) System Engineering and Integration (SE&I) IPT during the Concept and Technology Demonstration (CTD) phase of the program. In this role he was responsible for all system engineering and system integration efforts at the system of systems level. He led the development of the System of Systems acquisition strategy and coordinated the implementation with the government and suppliers. He also supported the successful DAB Milestone B with emphasis on OSD AT&L and Welch panel review teams. Mr. Wilbur has extensive experience in missile defense programs. He led the National Team SE&I (NTS) for the Missile Defense Agency from initial start-up through sustained operation. This involved the integration of multiple systems and programs spanning radars, interceptors, satellites, communications, and battle management. He was also the SE&I IPT lead and led program integration efforts on the Ground Based Midcourse Defense (GMD) program. In this capacity he lead a team of more than 500 engineers performing all system engineering, system integration, modeling and simulation and program planning on a >$5B program. He led the technical activities leading up to the System Requirements Review (SRR), System Preliminary Design Review (SPDR) and the Deployment Readiness Review (DRR). Mr. Wilbur has supported numerous advanced programs in the areas of ballistic missile defense, cruise missile defense, space surveillance, GPS applications, information warfare, and intelligence/surveillance/reconnaissance (ISR). His primary areas of focus were in system analysis and system architecture. He was responsible for the marketing, technical management and performance of proprietary advanced technology and system development contracts with primary emphasis in avionics system definition, analysis and development for low observable aircraft Mr. Wilbur holds a B.S. degree in systems science and engineering from Washington University in St Louis and an M.B.A. degree from Pepperdine University. He is a member of INCOSE, AIAA and AUSA.
