Stephen Biklen was the President and Chief Executive Officer of Citibank's Student Loan Corporation from its inception in December 1992 to November 1997. He had been the Business Manager of Citibank's Student Loan division from 1980 until the business was taken public in December 1992. Biklen joined Citibank in 1973 and held various financial positions within the Company. He was a member of the Board of Directors of Citibank (New York State) from 1989 to 1998. In addition, he served as Chairman of the Consumer Bankers Association Education Funding Committee from 1987 to 1990 and then again from 1994 to 1997, and was a member of the Congressional Advisory Committee on Student Financial Assistance from 1988 to 1996. Biklen retired from Citibank’s Student Loan Corporation in 1998. From March 1998 to August 1999 he served as Co-Chair of the Department of Education’s EASI Steering Committee and from 2003 until 2009 served as Treasurer and a member of the Board of Directors of the Postsecondary Electronic Standards Council. He is currently a member of the Board of Directors of American Student Assistance and Chair of the Finance Committee. Biklen received a B.A. degree from Brown University and an M.B.A. degree from the Wharton School at the University of Pennsylvania.
