Francisco Ros

Dr. Francisco Ros, Ph.D. serves as the Equity Partner and Managing Partner at Ambar Capital y Expansión, S.G.E.I.C., S.A. Dr. Ros founded First International Partners, S.L., in 2002 and serves as its President. He served as a Secretary of State (vice minister) of the Government of Spain from May 2004 to July 2010. He was responsible for telecommunications and the development of the information society. He co-founded Alua Broadband Optical Access and served as its Chairman and Chief Executive Officer from January 2000 to June 2002. He served as Managing Director of Qualcomm Spain, where he developed key relations with Telefonica, both in Spain and Latin America. Prior to his role at Qualcomm, He served as the President and Chief Executive Officer of Unisource from May 1996 to October 1998. From April 1983 to November 1996, he held key positions with the Telefonica Group and served as General Manager for Telefonica International at the time of its vast expansion into Latin America and General Manager and Managing Director of Telefonica holding company. He has more than 25 years of telecommunications experience. He served as a Senior Director of Business Development of Qualcomm Europe from July 2003 to April 2004. Dr. Ros' longstanding career in the telecommunications industry spans a variety of roles. In his most recent position, he oversaw Spain's complete transition from analog to digital terrestrial television and the national IT development plan which resulted in the creation of two new public IT institutions, for which he was chairman of both: Inteco, focused on Internet security and accessibility; and Cenatic, dedicated to guide open source software uses for public administrations. Dr. Ros is also non-executive Chairman of Asurion Spain, Asurion being a large international company providing insurance, protection and support for mobile users and Professor Ad-Honorem at Universidad Politécnica de Madrid and serves as a senior advisor to Kreab Gavin Anderson, a communication consultancy company and to venture capital funds Ambar Capital and Invest Gala. Dr. Ros has been an Independent Director at QUALCOMM Incorporated since December 06, 2010. Dr. Ros serves as a Member of the Strategic Advisory Board at Pareteum Corp. since March 2018. He served as an Independent Director at Pareteum Corp. (formerly Elephant Talk Communications Corp.) since September 12, 2014 until February 21, 2016. Dr. Ros serves as a Member of the Advisory Board at Ambar Capital y Expansión, SGECR, S.A. He served as Director of Proteccion On-Line S.L. from October 2012 to June 2013. In 2011, he was the recipient of the Great Cross of the Order of Civil Merit and the Great Plate of Telecommunications and the Information Society, both granted by the Government of Spain. Dr. Ros holds an Engineer and Ph.D. degrees in Telecommunications from the Universidad Politecnica de Madrid, an M.S. degree in Electrical Engineering and a Ph.D. degree in Electrical Engineering and Computer Science from the Massachusetts Institute of Technology (MIT) and an advanced management degree from the Instituto de Estudios Superiores de la Empresa (IESE, Business School) in Madrid in 1990.
