Toshinori joined Promontory following eight years at Japan's Financial Services Agency, where he led the Basel II Examination Office and served as the Examiner-in-Charge of horizontal reviews for large banks. While at FSA, he also served on the Basel Committee for Banking Supervision's Standards Implementation related groups. Toshinori entered government service in 2002 after two decades in commercial and investment banking with major Japanese banks. In New York, he served as President of Nomura-IBJ Global Investment Advisors Inc., a joint venture between two of the world's leading financial services companies, and also as Managing Director in Structured Finance at Nomura Securities International. He began his career at Yasuda Trust and Banking Co. in Tokyo as a Derivatives Trader. Toshinori also serves as a Visiting Professor at Hiroshima University, where he has taught courses on risk management and the FSA's supervisory framework and inspection process.
