He has worked on legislation involving real property tax and state finance law and on numerous proposals affecting energy policy. Recently, Bill successfully lobbied on behalf of a major energy company’s Article VII application to develop a natural gas gathering pipeline in New York. Since 2000, very few Article VII applications have received final approval from the New York Public Service Commission. Also, in 2012 Bill successfully lobbied on behalf of a major trade association’s years-long effort to change the Business Corporation Law to allow non-licensed design professionals an ownership stake in design professional service corporations (engineering, architecture, landscape architecture, land surveying, or any combination thereof). In addition Bill has served as Director of Government Relations for a private technology company; fiscal analyst for the Legislative Bill Drafting Commission; Assistant Index Clerk for the New York State Assembly; and Legislative Research Analyst for the Joint Legislative Task Force on Racing and Wagering. Bill is a graduate of Siena College with a Bachelor's of Science in Finance. He holds a MBA from the Lally School of Management and Technology at Rensselaer Polytechnic Institute.
