Roger Zakheim practices in the firm’s public policy and government affairs and defense, homeland, and national security groups. Before joining the firm, Mr. Zakheim was General Counsel and Deputy Staff Director of the U.S. House Armed Services Committee. In this role, Mr. Zakheim managed the passage of legislation authorizing the Defense Department’s $600 billion budget. Among other responsibilities, he oversaw committee investigations and oversight hearings. Mr. Zakheim has extensive legislative and oversight experience on Committee on Foreign Investment in the United States (CFIUS) matters, including the passage of the Foreign Investment and National Security Act of 2007, as well as matters related to the mitigation of foreign ownership, control or influence (FOCI) under applicable national industrial security regulations. Mr. Zakheim’s previous experience includes serving as Deputy Assistant Secretary of Defense, where he managed the department’s policies and programs related to the Iraq and Afghanistan coalition affairs. Earlier this year, Defense News called Mr. Zakheim one of the “100 Most Influential People in U.S. Defense,” noting that he is widely “regarded as one of the top GOP young guns.” Last year, Foreign Policy magazine named him one of the “Top 50 Republicans in GOP Foreign Policy.” Mr. Zakheim is admitted to the New York bar. He is currently not admitted in the District of Columbia, but is supervised by principals of the firm.
