Patrick J. McHugh, MPA is president of of The Elk Street Group, LLC. Prior to joining The Elk Street Group, LLC, he was the managing partner in the government affairs/lobbying firm Coppola Ryan McHugh Riddell and Marsh, Wassermann & McHugh, LLC. He also served as Deputy Director for the New York State Petroleum Council, where he assumed much of the responsibility for monitoring legislation and regulations. Mr. McHugh also held several staff positions in the New York Legislature, commencing in 1979 as a Research Assistant with the State Senate Commerce, Economic Development and Small Business Committee. He also served on the legislative staffs of Senate Majority Leader Ralph Marino and Senate Majority Leader Warren Anderson. His assignments also included positions with Assembly Minority Leader C.D. (Rapp) Rappleyea and Assembly Minority Leader James Emery. Mr. McHugh holds an undergraduate Degree in Political Science and History from the State University of New York College at Cortland and a Masters Degree in Public Administration from the Nelson A. Rockefeller Graduate School of Public Affairs and Policy of the State University of New York at Albany.
