The Congressional Management Foundation (CMF) is a 501(c)(3) nonpartisan nonprofit which works directly with Members of Congress and staff to enhance their operations and interactions with constituents. CMF also works directly with citizen groups to educate them on how Congress works, hence giving constituents a stronger voice in policy outcomes. The overall aim is to make Congress more accountable, transparent, and effective and to instill greater trust in democratic institutions from an informed citizenry. CMF receives its funding from four sources: - grants from corporations, associations, foundations and individuals - contracts from Congress to provide various management services such as training and studies and reports - sales of its management publications - fees for management services provided to individual House and Senate offices
