HONORARY CONSULATES IN GERMANY The following procedures can be carried out by the Honorary Consulates: Application for an identity card (cédula de identidad) Entries in the Civil Registry (Registro Civil) Exit permission for minors and change of the accompanying persons of the minor Criminal record certifcate Receipt of special category provisional visa applications. Passports, safe-conducts, notarial matters and visas are only issued by the General Consulate of Costa Rica in Berlin. Honorary Consulates in Germany 1.
