PCDC uses its experience, connections, and expertise as a financial institution and a capacity building provider to develop and execute policy initiatives to bring resources, attention, and innovation to primary care at local, state, and federal levels of government. We are PCDC – and we catalyze excellence in primary care. Our Story In 1993, New York City’s primary care landscape was bleak. Health centers were crowded and traditional banks were wary of lending money to practices that didn’t have solid financial footing, making it harder for them to expand to meet the needs of the city. Ronda Kotelchuck, a fierce advocate for primary care in every community, addressed the problem head-on. Leading a working group of public and private organizations, she created the Primary Care Development Corporation (PCDC) to finance these facilities and bring culturally competent, high-quality care to underserved communities. Under Ronda’s guidance, and armed with an initial $17 million in tax-exempt bond financing from New York City, PCDC began to reshape primary care delivery in neighborhoods in all five boroughs. In the years since, PCDC has grown its expertise and reputation nationally through its work with primary care providers in nearly 40 states. The original $17 million allocation has grown into over $1 billion in leveraged financing, supporting more than 130 primary care capital projects, resulting in better care for over 1 million patients. Today PCDC is more than loans for construction. We use our experience in all aspects of primary care — from financing to delivery — to find new and innovative ways to make the system better.
