The Utility Air Regulatory Group (UARG) is an association of individual electric generating companies and industry trade associations. It shows how, despite lobbying disclosure laws, it remains difficult to ascertain who is lobbying for what: Attorneys who do regulatory work are not necessarily required to register to lobby and companies and trade associations will often band together to form ad hoc coalitions whose funding and activities can be difficult to trace.
