Vestal Asphalt, Inc. was formed in 1983 as an outgrowth of its predecessor, Neil I. Guiles Excavating & Paving, Inc.. Neil I. Guiles Excavating & Paving, Inc. was formed with the intent to be in the excavating and paving business with emphasis on hot mix commercial paving. However, the oil embargo and asphalt shortages of the mid 1970's forced the company to pursue other forms of business. The liquid asphalt business was intriguing and the move into the liquid asphalt supply business to municipalities started in the late 1970's. In 1981 efforts were made to pursue municipal accounts in the Ithaca area. That market's growth and development caused the formation of Cayuga Emulsions in 1985 and the construction of a state approved terminal in Lansing, New York. Vestal Asphalt’s Research and Development laboratory does QC/QA testing of all products manufactured as well as mix designs for slurry seal, microsurfacing, and cold recycling. It is ASSHTO approved and R-18 certified. Our lab is the only private lab in NY with emulsion testing accreditation.
