Tom Crocker is co-chair of the firm’s International Trade and Regulatory Group based in Washington. Mr. Crocker’s practice focuses on regulatory and legislative aspects of international business and financial services. He specializes in Foreign Assets Control sanctions and embargoes, export controls, foreign direct investment reviews by the Committee on Foreign Investment in the United States (CFIUS), encryption, anti-money laundering, Foreign Corrupt Practices Act and technology cooperation issues. He has particular expertise in the Office of Foreign Assets Control (OFAC) regulations and programs, Export Administration Regulations (EARs) governing dual-use exports (including antiboycott and Chemical Weapons Convention compliance), and the International Traffic in Arms Regulations (ITAR) governing the export of defense articles and services. Mr. Crocker is co-chair of the American Bar Association's Committee on National Security and Defense. He also is a member of the President’s Export Council Subcommittee on Export Administration (PECSEA), having served from 1999-2001 as a member of the President’s Export Council Subcommittee on Encryption (PECSENC). Mr. Crocker received a J.D. from Columbia University in 1974 and an A.B., cum laude, in 1971 from Princeton University’s Woodrow Wilson School of Public and International Affairs. He served as a political officer with the U.S. Department of State from 1976 to 1981 specializing in politico-military issues (defense exports and cooperation, base negotiations and NATO matters). He speaks Portuguese and French. Mr. Crocker is a frequent lecturer and has published numerous articles on international regulatory and technology issues in publications such as American Banker, National Journal, Legal Times, The Wall Street Journal, Electronic Banking Law and Commerce Report and International Financial Law Review. He also has appeared on national cable television and has testified before the U.S. Congress on these issues.
