Notes The Next Generation Identification began in 2014 to expand opportunities to identify individuals. Most commonly known for checking fingerprints (with 98.6 percent accuracy) and names, the Next Generation Identification and its associated services increased the scope of tools and technology, including palm prints, latent prints and face recognition, he said. “The Interstate Photo System gives law enforcement access to 25 million photos. Facial recognition gives probabilities and latent prints from a crime scene have an 80 percent accuracy,” Morris said. “The National Palm Print System grew to more than 12.5 million prints last year, providing an additional resource for searching latent palm prints collected from crime scenes and disaster sites. This year, the FBI will electronically enter more than 20 million palm prints maintained at the state level into the National Palm Print System.” The FBI is working on a variety of technologies that are showing potential for success. This includes expansion of blade of hand prints, iris technology, contactless prints and more. In 2015, the FBI Biometrics Center of Excellence engaged in projects that used face recognition to fight child exploitation, expanded the nation’s repository of iris images, improved fingerprint capture techniques and explored voice matching technologies. “These and many other initiatives are part of the BCOE’s efforts to foster collaboration, improve information sharing and advance the adoption of biometric and identity management solutions across the law enforcement and national security communities. “The BCOE is working to evaluate the utility and accuracy of contactless devices. The current concept includes a contactless capture or photograph in lieu of a scan taken of the fingerprints. This is expected to provide faster fingerprint capture, less image distortion, and the provision of more data than the traditional flat fingerprint capture method,” Morris said.
