Sida has an ambitious policy of using development assistance to leverage participation from other funding sources, including the private sector. In 2009, the aid agency introduced an untied loan and guarantee facility. Sida's guarantee instrument allows for mobilising capital for developmental purposes.
I was responsibility for Sida´s guarantee frame (10 billion SEK) and the Government’s Strategy for Environmental Loans (and guarantees). Total amount approx. 1 billion SEK over three years. Focal areas of work was both to reach set targets under the Strategy and to support Sida with know-how on how to leverage existing funds through innovative use of Sida´s different financial instruments. One challenge was to change old patterns of ODA disbursements both internally and externally, to team up more with other partners, including the private sector. Work was done to find common ground together with international risk capitalists, philanthropists, commercial banks and other large investors to allow Sida to enter into new productive partnerships for more effective use of government resources for the benefit of the poor. |
