Notes ADVISORY COMMITTEE ON IMPACT INVESTING Impact Investing presents an incredible opportunity to bring innovation, scale, and sustainability to programs that help lift the poor out of poverty. Catholic Relief Services, in collaboration with executives and subject matter experts from institutional investors, government, foundations, and academia, is working to drive LEARNING and ACTION forward for CRS and the Catholic Church more broadly. An overarching ADVISORY COMMITTEE ON IMPACT INVESTING will: A. provide guidance for the rationale and principles in accordance with the agency’s mission for CRS’ engagement in Impact Investing, B. advise on the direction of such engagement, C. serve as a platform to monitor the coherence of CRS’s four primary impact investing work streams: 1. Education 2. CRS Impact Investments 3. Communications 4. CRS Relationship to potential Private Equity Fund D. convene high-level leaders and experts from other sectors also engaged in Impact Investing. In the above roles, the Advisory Committee will, for example, assist CRS to: A. evaluate the potential benefits that CRS could bring to the Impact Investing community and in particular to the global Catholic Church and specific, compatible partners (e.g. local presence, local market intelligence, credibility and integrity, attractive businesses serving the poor, lessons learned from long experience), B. identify the areas of greatest need (e.g. sectors, geographies) for which Impact Investing could potentially help increase the scale, scope and effectiveness of CRS programs in the near-term, C. develop a framework for evaluating various Impact Investing options to meet CRS’s needs in the near- term and over the next 5-10 years including factors such as readiness and appropriateness of partners, funding sources, nature of engagement, levels of and ways of mitigating risks, and D. recommend several pilot projects to establish proof of concept and accelerate the learning process, including a method of collecting relevant evidence for continuous feedback and improvement. The contour of the four streams of work is as follows. A. Education Committee Establish an Impact Investing Learning Institute targeted at, though not limited to, Catholic Church audiences. The objective is to build up knowledge (what is Impact Investing) and know-how (how to engage in Impact Investing). The Institute will: 1. provide a clearinghouse of resources and information on impact investing, 2. assemble a pool of instructors, 3. explore forums for dissemination, 4. identify financial advisors who can assist with investments in impact funds, and 5. curate training resources for those who wish to formulate impact enterprises. B. CRS Impact Investment Committee Formulate recommendations and seek board approval for CRS to allocate capital from its own reserves to: 1. invest in existing Impact Funds and Impact Enterprises, and 2. create impact enterprises from the needs and opportunities we observe in the field; these initial efforts will serve to help CRS learn how to identify and appraise opportunities, foster public-private collaboration as well as develop the skills and experience needed to accompany beneficiaries toward building and sustaining successful impact enterprises. C. Communication Committee Set up a communication structure to continue the dialogue and learning, evaluate best approaches for interaction, and to strengthen relationships for potential collaboration. D. Committee on CRS Relationship to potential Private Equity Fund Work with institutional investors to explore opportunities for a Private Equity fund that aligns with the social mission of the Catholic Church and in which CRS may choose to play a role.
