Sue was appointed to Governor Hickenlooper’s cabinet following his election in November 2010 when she was named one of 16 statewide co-chairs for the Governor elect’s transition effort. She temporarily served as co-chairwoman of a health care policy and finance committee, which addressed state policies involving Medicaid and children’s health care.
According to the State’s website (www.colorado.gov), Sue Birch oversees operations and the strategic direction of the Department of Health Care Policy and Financing. She is charged with directing the Department’s efforts to promote improved health outcomes of Medicaid and CHP+ participants as well as increase access to health care across the state while containing costs.
During Director Birch’s tenure and leadership in the implementation of federal and state health care reform: the Department has expanded coverage to more low income Coloradans (uninsured rate decreased from 14.3% in 2013 to 6.7% in 2015), saved approximately $285 million in gross savings through the Medicaid Accountable Care Collaborative over the past four years, and received the highest performance bonus of any state in 2012 and 2013 in recognition for its innovation and modernization of eligibility and enrollment systems by the Centers for Medicare and Medicaid Services.
Connecting to her roots at the VNA, Birch continues to promote person-centeredness and client engagement and led efforts to develop one of the nation’s first mobile applications for Medicaid clients. Her salary, as of 2014, was $154,536. |
