Phyllis Reha was appointed to the Minnesota Public Utilities Commission in 2001. She serves as Co-Chair of the National Association of Regulatory Utility Commissioners (NARUC)-Federal Energy Regulatory Commission (FERC) Collaborative on Smart Response, a forum for state and federal regulators to discuss issues and make recommendations for state and federal policies that support smart grid and demand response. Commissioner Reha is Co-Chair of the Customer Information and Behavior Workgroup for the State Energy Efficiency Action Network, a U.S. Department of Energy and U.S. Environmental Protection Agency supported effort to develop a national blueprint for achieving cost-effective energy efficiency. She is a member of NARUC and served on the Board of Directors and as Chair of the Energy Resources and Environment Committee. She is also a member of the Advisory Council of the National Council on Electricity Policy, the New Mexico State University Center for Public Utilities, the Financial Research Institute of the University of Missouri, and the Minnesota State Bar Association, including the Communications Law Section. She holds a Bachelor of Arts from the University of Minnesota and a Juris Doctor from the University of Minnesota Law School.
