Jean Ross

Jean Ross heads the California Budget Project, which for years has provided analyses of state fiscal policies and their impact on low- and middle-income Californians and their families. The CBP, financed largely by nonprofit foundations that include the California Endowment, the Ford Foundation and a dozen others, gets behind the blizzard of numbers at the Finance Department or LAO and gives a real-world picture of the budget deals in Sacramento. Ross is an independent, outside-the-government analyst who tracks the budget in a rigorous, systematic way – the only one who does this, as far as we know.
