Justin Wellner serves as a Project Director at Van Scoyoc Associates. Mr. Wellner provides technical assistance and support to VSA’s many education clients, and he coordinates the Federal advocacy agenda for the Coaltion of Urban Serving Universities (USU). Among his many activities, Mr. Wellner monitors and analyzes legislation, drafts legislative language and reports, participates in national association activities, and organizes Congressional and agency briefings and visits. For the USU, he also helps develop and execute legislative strategies, collect data, and build partnerships with other organizations. Mr. Wellner previously was an Associate Director for Policy and Programs at the Business-Higher Education Forum. There, he coordinated the Forum’s Federal advocacy agenda and acted as chief liaison to business and educational coalitions. Mr. Wellner served as a Fellow on the late Sen. Edward Kennedy’s education team for the Senate Health, Education, Labor, and Pensions Committee. Mr. Wellner also worked for the National Institutes of Health, the National Governors Association, and the Advisory Committee on Student Financial Assistance. He has collaborated on a variety of Federal and state education policy initiatives, including student financial aid, research and development, math and science, teacher quality, affirmative action accountability, and cost effectiveness. Mr. Wellner was an Assistant Dean of Admissions for Lewis and Clark College in Portland, Ore. He received Master of Public Policy and Master of Arts in Higher Education degrees from University of Michigan. His Bachelor’s degree was in Rhetoric and Media Studies from Willamette University in Salem, Ore.
