William H. Payne

William H. Payne is a Republican member of the New Mexico State Senate, representing District 20. He was first elected to the chamber in 1996. Payne earned his B.A. from the University of New Mexico, his M.A. from Georgetown University, and his J.D. from the University of New Mexico School of Law. His professional experience includes working as an attorney. Payne served as a Rear Admiral in the United States Navy.
