HF is a person centered, trauma informed care, harm reduction program and offers immediate housing from the streets operating with the principle that housing is a basic human right. HF is the foundation program and policy for most plans to end chronic homelessness. HF is an EVIDENCE BASED program: HF has a robust research evidence record. RCTs in 3 countries (US, Canada and France) compared HF to usual care and reported HF participants had 80% housing stability compared to 38% for usual care (USA; SAMHSA NREPP; CANADA, Mental Health Commission of Canada and FRANCE Un Chez Soi D’Aboard). Dr. Tsemberis founded a series of Pathways to Housing agencies first in NYC in 1992 and then in Washington DC, Philadelphia PA, and Burlington Vermont. A new Pathways program opened in Atlanta GA in 2018 in partnership with another non-profit.
