Edward Long joined Capitol Associates, Inc., in 1995. He leads appropriations and public health issues for the firm. Dr. Long worked in the U.S. House of Representatives and the Senate for 13 years. From 1993 to 1995 he served as the Majority Staff Director of the U.S. Senate Labor-HHS-Education Appropriations Subcommittee. In addition to overseeing the budgets of the Departments of Health and Human Services, Education, and Labor, his principle responsibility was preparing the budget for the National Institutes of Health. Just prior to joining the Appropriations Committee, he served as the Legislative Director of U.S. Senator Tom Harkin (D-IA). Dr. Long was the Chief Foreign Policy Assistant from 1983 to 1990, first to the late Congressman Ted Weiss (D-NY), a member of the House Foreign Affairs Committee, and later to Senator Harkin. While serving Senator Harkin in this capacity, he was responsible for all foreign aid appropriations, including monitoring development assistance programs. Dr. Long received his Ph.D. from the University of California at San Diego. In 1982, he was awarded a Congressional Fellowship from the American Historical Association.
