Michael R. Carter is a Senior Principal in the government relations, advocacy and strategy section of Bracewell & Giuliani LLP in Washington D.C. His lobbying practice has been focused in the national security arena with a special emphasis on technology for counter-terrorism, counter-drug, electronic warfare, and information warfare capabilities in addition to traditional defense programs. Mr. Carter's background is comprised of military service, corporate experience and legislative advocacy. During his military service, his operational experience included 11 years of flying tactical aircraft. During the last three years of his active duty service, he was assigned to the White House Military Office. Mr. Carter completed his military career as an Air Force reserve officer serving for 9 years in the Office of the Secretary of the Air Force, Congressional Actions Division, Legislative Liaison. In the corporate world, Mr. Carter managed the east coast operations and Washington, D.C. office of a defense contractor. In that role he identified and established relationships with vendors and contractors, developed proposal strategies, and optimized teaming arrangements and organizational capabilities in addition to being a legislative advocate for the company.
