After practicing law for twenty-two years, Mr. Sullivan was elected as Wyoming's 29th Governor in 1986. That election was his first attempt at a political office; his second was his reelection in 1990, which he won by the largest in Wyoming gubernatorial history. After serving two terms as governor he returned in July 1995 to continue practicing with his law firm in Casper. Mr. Sullivan has served as president of Casper Rotary, Chairman of the National County Hospital Board and as Chairman of the Wyoming Board of Bar Examiners. Additionally, he has been chair of the Western Governors' Association, served on the National Governors' Association's Executive Board, and chaired NGA's Natural Resources Committee, School Years Action Team and Indian Gaming Working Group. Governor Sullivan was one of two Governors in the nation to receive an “A” from the Cato Institute for fiscal policy in 1992 and one of a handful receiving high marks in 1994. Practicing out of the firm's Casper and Denver offices, Governor Sullivan has a rich and varied background of public service. A former two-term governor of Wyoming, he served as U.S. Ambassador to Ireland under the Clinton and Bush administrations. He facilitated U.S. support for and implementation of the Good Friday Agreement. Gov. Sullivan was elected governor of Wyoming in 1986 and reelected in 1990. In 1996, after completing his second term as governor, he held a fellowship at the Institute of Politics, the Kennedy School of Government, Harvard University.
