David Pearce leads the financial services, trade and tax practice group within DCI Group's Government Affairs division. Mr. Pearce was Executive Director of Federal Government Relations at Morgan Stanley for almost a decade, where he directed all tax, savings, pension and trade-related issues in the department. Prior to joining Morgan Stanley, Mr. Pearce was Legislative Counsel specializing in tax and trade issues for Congressman Amo Houghton (R-New York), a senior member of the House Committee on Ways & Means. In that capacity, Mr. Pearce worked on all major tax legislation that came before the committee, including the Taxpayer Relief Act of 1997 and the Internal Revenue Service Restructuring & Reform Act of 1997. Before joining Congressman Houghton's staff, Mr. Pearce served as Legislative Counsel for Congressman Michael N. Castle (R-Delaware) where he advised the congressman on all judicial tax, environment, transportation and infrastructure, Social Security, agriculture, judiciary, energy, securities, banking and housing issues. Mr. Pearce earned a Bachelor of Science degree in biology from St. Lawrence University in Canton, New York and his Juris Doctor from Syracuse University College of Law. He is a member of the New York State Bar. He and his wife Heather have one child and reside in Alexandria, Virginia.
