As the RF’s chief financial officer (CFO), Paul Kutey is responsible for providing direction and oversight to operations and initiatives that support the Research Foundation’s (RF) mission and strategic plan. Mr. Kutey’s team is responsible for all aspects of the RF finances, including the annual operating and capital budgets, financial planning and analysis, financial reporting, treasury functions, risk management, financial management systems, corporate real estate and facilities. As CFO for the Dormitory Authority of the State of New York (DASNY), Mr. Kutey’s responsibilities extended over the financial management and reporting of a $42 billion debt portfolio and a $5 billion investment portfolio in support of its construction management and financing activities. While at DASNY, he led efforts to implement electronic investment trading, increase the level of MWBE participation from 0% to 40%, change and reduce costs related to treasury functions, align information technology initiatives with corporate strategic goals, increase process efficiencies related to debt issuance, and develop procedures to improve compliance levels and reduce corporate risk. Prior to DASNY, Mr. Kutey was a senior vice president of operations and finance and acting CFO at financial services firms where he generated and executed strategic efforts to promote long-term growth with a focus on client service. He led a reorganization that enhanced financial reporting and analysis, strengthened strategic decision making, and provided professional development opportunities for employees. Mr. Kutey also implemented Sarbanes-Oxley compliance programs and introduced strategies to strengthen internal controls and improve business performance. Mr. Kutey previously was a partner at PricewaterhouseCoopers, LLP (PwC). While at PwC, he effectively led multi-disciplined teams that performed independent audits of domestic and international publicly and privately held companies. He also provided professional services related to SEC regulatory and financial reporting, internal controls, strategic planning, due diligence and risk management. A member of the RF Board of Directors from 2006 to 2010, Mr. Kutey served on the board’s Finance Committee, Audit Committee, and Investment Sub-Committee. An involved member of the Capital Region community, Paul has contributed his expertise to a variety of other boards and organizations. Mr. Kutey is a certified public accountant and a member of the American Institute of CPAs. He holds a bachelor’s degree in accounting from Siena College.
