Booz Allen Hamilton Vice President Paul Ingholt has more than two decades of experience in financial and budget management and strategy as a government executive and consultant. Within Booz Allen’s security business, he leads support to the Defense Intelligence Agency’s ( DIA)’s mission services organization. He manages financial performance, ensures the development of effective business strategies, and the integration of capabilities to address emerging client challenges. Mr. Ingholt and his team support clients across a broad range of corporate and enterprise functions: Training and education, Human capital strategy, planning and processes Program formulation, development, and justification Budget strategy and presentation Economic analysis, including business case analysis IT portfolio management Budget performance measures analysis and reporting During his tenure at Booz Allen, Mr. Ingholt and his team have provided comprehensive strategies and analysis of critical issues for numerous intelligence agencies, helped to develop new approaches and new processes for CFOs and their organizations, created frameworks for identifying and evaluating performance measures tied to budgets, and developed new cost estimating and risk analysis techniques for major space programs. He advises senior leaders in the US Department of Defense (DoD) and the Intelligence Community (IC) on program analysis and strategy. Mr. Ingholt has been at Booz Allen for 12 years, joining the firm in 2000. Prior to joining Booz Allen, he served in senior executive positions on the staff of the Director of Central Intelligence (DCI). As the first Director of the Program Analysis and Evaluation Office to support the DCI, he managed the annual process by which the DCI and Deputy Secretary of Defense made major program decisions on intelligence capabilities and initiatives. In response to concerns over the reliability of cost estimates for major intelligence acquisition programs, Mr. Ingholt worked to establish the Intelligence Community Cost Analysis Improvement Group (IC CAIG), an independent cost analysis office. While on the Office of the Secretary of Defense’s staff, he assessed the effectiveness of intelligence programs in supporting the defense strategy. Mr. Ingholt worked at the DIA, starting as a political-military analyst for Western Europe and ending as the Deputy Director of Military Intelligence Staff, which then included the General Defense Intelligence Program (GDIP) staff. Mr. Ingholt has a B.A. in political science from the University of Washington and a J.D. degree from the Washington College of Law at The American University.
