For 12 years Andrew Spano ran a county government with a $2 billion budget and 5,500 employees. During that time Westchester developed a national and international reputation as a model for the use of technology, the preservation of the environment and the efficiency of government operations. Prior to elective office, Spano worked for 25 years as a teacher, counselor, and administrator in New York City and Westchester Schools.
