James Carr is a member of the Firm's Education, Health and Government Relations departments. Before joining Hinman Straub, Mr. Carr was president of Carr Public Affairs, Inc., a lobbying, public affairs and association management firm serving clients with interests in education, health care and transportation, and environmental policy. He also has served as legislative analyst in the State Senate's Office of Federal Affairs in Washington, D.C., and as a legislative associate with the State Senate Education Committee. Mr. Carr often represents clients working to protect the environment while also spurring economic growth in New York (e.g., Toyota Motor North America, Caterpillar, the Independent Oil & Gas Association of New York, the Consumer Electronics Association and the American Forest & Paper Association). He also serves a number of groups important in education policy, including McGraw-Hill Education, the NYS Federation of School Administrators, and the 4201 Schools Association. Mr. Carr specializes in assisting clients with interests that often require public relations counsel as well. Mr. Carr is active in a number of not-for-profit and community groups, including as a board member of the Albany Roundtable, and National Little League. He is a former trustee of the Guilderland Public Library, the Upper Hudson Library System and is a former board member of Historic Albany Foundation. Mr. Carr is a past president of the Albany County Land Conservancy, and the former chair of the American Diabetes Association Capital District Chapter Board of Directors. Mr. Carr received the American Diabetes Association Capital District Chapter's Humanitarian Award in 1998 and the Albany County Land Conservancy's Open Space Preservation Leadership Award in 2000. He is also a former chair of the Town of Guilderland Zoning Board of Appeals.
