Concerned citizens of Broward County worked diligently during the late 1990s to build awareness and understanding of the critical needs of our children. They pushed for the establishment and funding of an independent entity charged with administering a wide range of children’s services throughout Broward County. The Florida Senate and House of Representatives approved the Children’s Services Act of Broward County to establish a countywide organization devoted to the children of Broward, to be funded as a limited taxing district. The Bylaws of the Children’s Services Council were established in 2001. In 2010, the Florida Legislature mandated that Children's Services Councils that are taxing authorities should go back to the voters for reauthorization. Reauthorizing the existence of the Children's Services Council of Broward County was a measure on the November 4, 2014 ballot, and voters chose to reauthorize the CSC.
