BI Incorporated creates and administers social control tracking devices for corrections, like GPS bracelets and breathalyzers. Since 2004, BI Incorporated has supported the Department of Homeland Security to operate the Intensive Supervision Appearance Program, an alternative to detention program also known as ISAP. ISAP supports U.S. Immigration and Customs Enforcement with case management and supervision services for individuals in immigration proceedings. ISAP employs a comprehensive case management system and location monitoring systems to facilitate attendance at all immigration hearings and compliance with final court orders. The ISAP design facilitates cost-effective services and promotes clear communication, quick responses and efficient operations. ISAP delivers two supervision options: a full-service and a technology-only. ICE refers individuals to one of these options based on assessed risk and circumstance. Full-service involves intensive case management, supervision, location monitoring technology and individual service plans. These service plans include legal, translation, transportation, referrals to community services, and departure preparation. The technology-only option is limited to electronic monitoring.
