Number 12 on Defense News' 100 Most Influential People in Defense 2013 Washington’s dysfunction has derailed the annual defense legislative process in both chambers. But HASC Chairman Rep. Buck McKeon, R-Calif., and his SASC counterpart Sen. Carl Levin, D-Mich., along with ranking members Rep. Adam Smith, D-Wash., and Sen. James Inhofe, R-Okla., still have a say over the Pentagon’s future spending plans and policies. The remaining four will have a big say over helping the Pentagon fit under mandated spending caps: Senate Appropriations defense subcommittee Chairman Sen. Richard Durbin, D-Ill., and Ranking Member Sen. Thad Cochran, R-Miss.; and House Appropriations defense subcommittee Chairman Rep. Rodney Frelinghuysen, R-N.J., and Ranking Member Rep.
