Washington’s dysfunction has derailed the annual defense legislative process in both chambers. But HASC Chairman Rep. Buck McKeon, R-Calif., and his SASC counterpart Sen. Carl Levin, D-Mich., along with ranking members Rep. Adam Smith, D-Wash., and Sen. James Inhofe, R-Okla., still have a say over the Pentagon’s future spending plans and policies.
