Tom Spulak is a partner in the Government Advocacy and Public Policy Practice Group. Drawing upon his extensive knowledge of the Congress and its internal processes, Mr. Spulak assists clients in the development and execution of legislative and executive branch strategies for a wide array of issues that include tax, health, energy, aerospace, and appropriations. Throughout his career, Mr. Spulak has been involved in numerous legislative initiatives of national significance. His clients include Embraer, S.A., Chalk’s International Airlines, the National Marine Manufacturers Association, Nortel, Bacardi USA, Cooper Industries, Sibley Hospital, and Florida State University. Mr. Spulak assists clients comply with federal and state laws that regulate, and require the reporting of, the activities of lobbyists, including the Lobbying Disclosure Act of 1995. He advises and represents clients with respect to federal and state election laws, including assisting corporations establish and administer federal and state political action committees. Prior to entering private practice, Mr. Spulak served as Democratic Staff Director and General Counsel of the House Committee on Rules, and as General Counsel to the U.S. House of Representatives. Before joining King & Spalding, he spent twelve years as a partner at Shaw Pittman LLP, also in Washington, D.C. Mr. Spulak attended the School of Politics and Public Affairs at the University of Miami where he graduated in 1977. He received his Juris Doctor in 1982 from Florida State University College of Law. Mr. Spulak devotes a considerable amount of time in the service of non-profit entities. He is Chairman of the Pepper Foundation, a public charity that seeks to address problems faced by older Americans. Mr. Spulak also serves as the Chairman of the Hospice Foundation of America. He is a Board member of the Ethics Resource Center.
